The Handi-Transit System was established February 4, 1975, and by 1977, had grown from an operation utilizing one van to a three van system, with the possibility of adding a fourth vehicle. Throughout that time, the City of Thunder Bay played a large part in the financing of the transit system. With the City contributing approximately $80,000 to the Handi-Transit budget for 1977, it was felt that a review of the internal structure of the system was needed to ensure it was appropriate for the demands that were being put on the service at the time.

The objectives of the Handi-Transit Operational Study were as follows:

  1. To evaluate the overall effectiveness of Handi-Transit in terms of providing a useful and worthwhile service to the handicapped community.
  2. To evaluate the efficiency and effectiveness of the internal organization of Handi-Transit by examining office administrative procedures and data gathering systems.
  3. To evaluate the operating policies and procedures presently utilized by Handi-Transit to determine if they are properly defined, to allow the organization to meet its stated objectives.
