Air raid sirens were installed across the cities, positioned so that they could reach the largest possible number of people in event of an emergency.
Siren site number one:

"Located on the east side of Hodder Ave. on property known as the Strathcona Golf Links and belonging to the Port Arthur Board of Parks Management which is an elected body of representatives of the citizens of Port Arthur.
The site is adjacent to the intersection of Hallam St. and Hodder Ave. and will require 144 sq. ft. measuring 128 x 12'.
The Parks Board requests that an enclosing fence be erected so that it will abut the existing 6' chain link fence surrounding the Golf Course.
The minimum leasing charge of $1 per year will be in effect.
Three phase power service will have to be brought one block along Hallam St. from Leslie Ave. upon the existing pole line located on the north side of Hallam St. This is a 4000 volt service and will have to cross Hodder Ave. via underground duct to the base of the pole mount where it will undergo step-down transformation to 600 volts by means of a pad mounted transformer in cabinet style housing and thence fed to the siren through the pole centre.
Telephone circuits are available on the south west corner of Hallam and Hodder and will cross Hodder Ave. via underground duct."
Siren site number two:

"Located on the City owned boulevard at the corner of the lane entrance, North side of Agness St., approximately 100' from the north west corner of Agness St. and Shuniah St.
The site will require 100 sq. ft. measuring 10' x 10', an enclosing chain link fence and the minimum leasing charge of $1 per year.
Three phase 600 volt power is available at the north west corner of Agness & Shuniah and can be carried on the existing pole line to the siren site but will have to be installed to the siren via the underground duct route and up through the pole centre.
Telephone circuits are available at the north west corner of Agness & Shuniah."
Siren site number three:

"Located on the south west corner of City owned property of North 191' of Lot 3B, Con. A, adjacent to the West End Recreation Association property on Clarkson St.
The site will require 144 sq. ft. measuring 12' x 12', an enclosing chain link fence and the minimum leasing charge of $1 per year.
Three phase 4000 volt power is available on the north west corner of Walkover St. and Clarkson St. This service will cross Clarkson via the underground duct route to the pole base where it will be transformed in a pad mounted step down transformer in cabinet style housing and thence fed to the siren via the pole centre. This transformation will be to standard 600 voltage.
In anticipation of the 1961 street paving program already underway, the two duct for power and telephone circuits have been set in the ground under the road right of way.
Telephone circuits are available along side of the power sources."
Siren site number four:

"Located at the site of the proposed new Fire Hall on Memorial Ave. Site to be situated at the front south east corner of the North 41' of Lot 7, Plan 177.
The site will require 100 sq. ft. measuring 10' x 10', an enclosing chain link fence and the minimum leasing charge of $1 per year.
Three phase, 208 volt power is available from Public Utilities owned and controlled equipment installed in a power vault at the rear of the Bowladrome, immediately adjacent to the property line, approximately 130' from the siren site. A step up transformer would be required in the vault to provide the required standard 600 volts. The service will reach the siren via the underground duct route to the pole base and to the siren through the pole centre.

Siren site number five:

"Located on the roof of the Public Utilities Building, property of the Port Arthur Public Utilities Commission, an elected body of representatives of the citizens of Port Arthur.
The building is situated on the whole southern half of the area bounded by St. Paul, Lower Van Norman and North Cumberland Streets. The building is eight stories high, the roof level being on a comparable level with that of all other high buildings in the down town area.
The siren would be mounted upon a parapet type mounting on top of the elevator shaft pent house on the north west side facing the city at large.
The minimum leasing charge of $1 per year will be in effect.
Three phase 240 volt power is available in the building but will require a step up transformer installed in the basement then brought to the roof via the service shaft which parallels the elevator shaft immediately adjacent. The standard 600 voltage will be required in this instance also.
Telephone circuits are also available in the building via the service shaft."
