Following discussion at the Committee of the Whole meeting on March 24, 2025 surrounding the future of the James Whalen tug, the City would like to clarify that local company, Harbour Metals, has not made an offer to scrap or salvage the tug.

The misunderstanding arose from a suggestion made by a member of the public to a Member of Council, naming Harbour Metals as willing to perform the salvage work at no charge. Administration was unaware of this suggestion until it was brought forward at a Monday’s Council meeting.

Council referred the Harbour Metals option back to Administration to review. "After investigating this matter, we've determined there was no actual proposal or viable option put forward by Harbour Metals," said Kayla Dixon, Commissioner of Infrastructure and Operations. "We regret any inconvenience this misunderstanding may have caused Harbour Metals, who were identified without their knowledge or involvement.”

Administration will present a follow-up report to City Council at its April 7 meeting, reaffirming the initial recommendation to dispose of the James Whalen.
