City Council will receive a recommendation from Administration on Monday, April 28 to approve Kam River Heritage Park as the site for the City’s Temporary Shelter Village. The initiative is a key part of the City’s Enhanced Encampment Response: A Human Rights-Based Community Action Plan, aimed at providing safer, more supportive shelter options for people experiencing homelessness.

The proposed Village would offer up to 80 heated, powered, and lockable units, along with shared washrooms, showers, laundry facilities, and 24/7 staffing and security. On-site supports would include access to health care, housing navigation, and social services. The Village is intended as a temporary solution, bridging the gap while permanent supportive housing is developed.

“The Temporary Shelter Village will provide a safer, healthier alternative to unmanaged encampments. It will give people access to support services, help prevent injuries and deaths, and support better long-term housing outcomes,” said Rilee Willianen, Encampment Response Lead.

“It’s a practical step that can improve conditions for the whole community.”

The project is supported by $2.8 million in secured external funding for capital and construction costs. The cost efficiencies and use of municipally owned land support the City’s growth goals by investing $2 million in infrastructure that can be used for future development and revitalization while maintaining a strong return of public health, safety, and social outcomes.

The recommendation aligns with the City’s 2023–2027 Strategic Plan and supports several key objectives, including advancing Truth and Reconciliation, reducing Indigenous homelessness by 50% by 2027, improving neighbourhood design, and promoting inclusive access to services. Encampments in Thunder Bay have steadily increased since 2020, underscoring the urgent need for structured, compassionate responses.
