Notice of Public Meeting
The Public is invited to participate in a Public Meeting before City Council to consider a General Official Plan Amendment (City-wide), an amendment to the Strategic Core Areas (SCA) Community Improvement Plan (CIP), and the adoption of a Housing Community Improvement Plan (HCIP) on: Monday, July 22, 2024, at 6:30 p.m.
Purpose of Public Meeting: to make changes to Official Plan Policy and mapping regarding CIPs; amend the Construction Assistant Grant of the SCA CIP to increase the maximum grant funding from $100,000 to $300,000; and, to adopt a HCIP. The meeting will enable Council to receive comments from the public and recommendations from administration regarding the proposed changes and a new Housing CIP.
Effect of proposed changes:
1. To make changes to Official Plan Policy and Figure 10. (File No.: O-09-2024)
The effect would be to designate the entire municipality as a CIP area to increase flexibility for the adoption of future CIP
2. To increase the funding amount of the Construction Assistance Grant of the Strategic Core
Areas CIP (File No.: PROJ-05-2024)
The effect would be to provide a greater financial incentive to a broader range of projects within the Strategic Core Areas.
3. Adopt a Housing CIP (File No.: PROJ-01-2024)
The effect would be that the City of Thunder Bay could offer financial incentives to property owners to increase density (more homes) in accordance with the objectives of the Housing Accelerator Fund. Financial incentives will be provided through the introduction of the following programs, not all of which would be concurrently funded.
A) Planning and Building Permit Fees Grant
B) Additional Dwelling Units Grant
C) Multi-Unit Residential Grant
D) Housing Rehabilitation and Conversion Grant
E) Servicing Grant

The report and proposed amendments that will be considered at the public meeting will be made available for viewing on Wednesday July 17, 2024 online at thunderbay.ca/agendas.
If you wish to be notified of the decision of the Thunder Bay City Council on the proposed changes and Housing CIP adoption, you must submit a written request to planning@thunderbay.ca.
Copies of all comments will be forwarded to City Council. The collection of personal information including names and contact information provided in written submissions is made under the authority of the Planning Act for the purpose of creating a Public Record. Personal information is collected in compliance with the Municipal Freedom of Information and Protection of Privacy Act.
Right to appeal
If a specified person or public body would otherwise have an ability to appeal the decision of the City of Thunder Bay to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Thunder Bay before the proposed plan or plan amendments are passed, the specific person or public body is not entitled to appeal the decision.
If a specified person or public body does not make submissions at a public meeting, or make written submissions to the City of Thunder Bay before the proposed plan or plan amendments are passed, the specified person may not be added as party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
