Notice of Public Meeting

The Public is invited to participate in a Public Meeting before City Council to consider a Zoning By-law Amendment application at 310 Dog Lake Road on: Monday, September 16, at 6:30 p.m.

Lands subject to the application

The subject property known as 310 Dog Lake Road is located on the east side of Dog Lake Road, as shown on the key map on page 4 of this notice.

There is an existing single detached dwelling, detached garage, and workshop on the subject lands. To the north of the subject lands are vacant rural lands that are heavily vegetated, to the south there is the Emeral Greens & Golf Course and Recreation World RV Sales and Service and low density single detached dwelling and associated accessory structures. To the east there is low density single detached dwelling and vacant rural lands. To the west there is low density single detached dwellings. The subject lands are zoned Rural (RU) Zone within the City of Thunder Bay Zoning By-Law 1-2022 and designated Rural within the City of Thunder Bay Official Plan.

The subject lands are not currently subject to any other applications under the Planning Act.

Purpose and effect of the application

The purpose of this application is to rezone the subject lands from Rural (RU) Zone to Rural (RU) Zone with site specific provision 107 (RUSP107) to facilitate the establishment of a motor vehicle service use as a home business:
The following site specifics are being proposed:

  • To permit a motor vehicle service use as a home business.
  • To permit a maximum gross floor area (GFA) of 44% of the combined GFA of the home and all accessory buildings and structures on the lot for the home business.

If approved, the effect of this amendment would permit the establishment of a motor vehicle service use as a home business, which excludes heavy industrial uses such as body repair, painting or coating of motor vehicles.

The report and proposed amendments that will be considered at the public meeting will be made available for viewing on Wednesday, September 11, 2024 online at www.thunderbay.ca/agendas.

If you wish to be notified of the decision of the Thunder Bay City Council on the proposed Zoning By-law Amendment, you must submit a written request to Shannon.labelle@thunderbay.ca.

Copies of all comments will be forwarded to City Council and to the Applicant. The collection of personal information including names and contact information provided in written submissions is made under the authority of the Planning Act for the purpose of creating a Public Record. Personal information is collected in compliance with the Municipal Freedom of Information and Protection of Privacy Act.

Right to appeal

Please note that the rights of third parties to appeal decisions to the Ontario Land Tribunal have been restricted under the Planning Act. Only the applicant, the Minister, and specified persons, public bodies, and registered owners of lands to which the plan will apply and who make submissions at the public meeting or who make written submissions to the City before the plan is adopted, will be able to appeal the decision of the City of Thunder Bay to the Ontario Land Tribunal.

If a person or public body would otherwise have an ability to appeal the decision of the City of Thunder Bay to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Thunder Bay before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Thunder Bay before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
