In March 2019, City Council approved a review to improve understanding of the programs and services currently provided by the City, and provide information that will allow Council and administration to make informed strategic choices regarding those programs and services.
The objective is to help City Council achieve its goals and determine how the Corporation can improve the services that matter most to Thunder Bay residents, both now and into the future.
To date, the review has looked at all of the programs the City offers, interviewed dozens of employees, generated two surveys (internal and external), and reached out to other Canadian municipalities similar in profile to Thunder Bay.
“The Grant Thornton team is looking forward to hearing from the people of Thunder Bay,” said Clemens Rettich, Project Manager, Grant Thornton LLP. “It’s the experiences of residents that should be the guiding force in this review as taxpayers who fund the services.”

Join the Grant Thornton team to discuss your thoughts and experiences regarding the many programs and services that the City of Thunder Bay provides. Drop-in sessions will take place in the City Hall lobby on Wednesday, Oct. 23, between 2 – 6 pm, and Thursday, Oct. 24, between 8:30 am - 1 pm.
“This is an opportunity for the public to engage with the project team on a one-on-one basis, in a low-key and informal setting. There will be no group forums, or participation by elected officials or city staff,” added Rettich.
An online survey is also available until Friday, Nov. 1, on the City’s website. Residents are encouraged to take part and help Grant Thornton determine the following:
- What can the City start, stop, or do better?
- What models or knowledge from other communities across Canada can we learn from?
- What, in your experience, is central to the quality of life in Thunder Bay that should be protected?
