The Housing Accelerator Fund (HAF) is a once in a generation opportunity to build Thunder Bay for the future! The City of Thunder Bay has been awarded up to $20.7 million from the Government of Canada through the HAF to fast-track the development of new housing units in the city.
We have developed two Community Improvement Plans (CIPs) designed to add density and reduce barriers to creating multi-unit homes: the Housing CIP and the Strategic Core Areas CIP. With the funds available through the HAF, we have also created a number of grant programs to encourage property owners to add additional units. Learn more and apply for these grants below.

Multi-Unit Residential Grant
APPLICATIONS UNDER REVIEW
The Multi-Unit Residential grant is intended to encourage the creation of projects where two or more self-contained units are built.
Intake Window #1 is now closed.
We are continuing to accept applications and will evaluate them as more funding becomes available in 2025.
Additional Dwelling Unit (ADU) Grant
APPLICATION INTAKE PAUSED
The ADU Grant is intended to encourage property owners to add legal additional units to their residential or mixed-use properties.
Please note: All new applications must be provisionally approved before you start work on your project.

Construction Assistance Grant

The Construction Assistance Grant is designed to stimulate the development of new residential units in the city's Strategic Core Areas.

Planning and Building Permit Fees Grant |
The Planning and Building Permit Fees Grant supports development by providing up to $10,000 toward fees for Planning Applications or Building Permit Fees for eligible projects aligning with the intent of the Community Improvement Plan: adding density to the City of Thunder Bay and contributing to a more diverse housing stock by reducing barriers to creating multi-unit residential homes and assisting property owners with creating additional dwelling units. |
Servicing Grant |
The Servicing Grant provides support to home or property owners participating in the Additional Dwelling Unit Grant where upgrades to municipal servicing such as water, sanitary sewer, and storm sewer are needed to construct the additional unit(s). |
Grants available for projects in Strategic Core Areas |
Strategic Core Areas are our main city centres. Grants are available for eligible construction and/or restoration projects in these areas through the Strategic Core Area Community Improvement Plan (CIP).
